Background of the Study:
Land is a vital resource, and its use and ownership are central to individual and community livelihoods. In many parts of Nigeria, including Zuru in Kebbi State, land disputes, inequitable land distribution, and poor land use policies have led to human rights violations, especially regarding the right to housing, access to resources, and livelihood. Land use policies in Nigeria have often been criticized for being ambiguous, poorly implemented, and in some cases, detrimental to the interests of local communities, particularly vulnerable groups such as women, farmers, and indigenous people.

Zuru, as a predominantly agrarian community, relies heavily on land for agriculture and sustenance. However, conflicting land ownership claims, encroachments, and the application of government land policies have raised concerns about the protection of land rights. This study aims to examine how land use policies in Zuru have impacted human rights, with a focus on access to land, housing, and the overall well-being of residents.

Statement of the Problem:
Land use policies in Nigeria have been linked to numerous human rights violations, including forced evictions, inadequate compensation for landowners, and the erosion of people's livelihoods. In Zuru, many individuals and communities have suffered from the adverse effects of land acquisition practices, especially as land is often taken for development projects without proper consultation or fair compensation. The study seeks to evaluate the effects of land use policies on human rights in the area, with an emphasis on equitable land distribution and the protection of land rights.

Objectives of the Study:

  1. To evaluate the impact of land use policies on human rights in Zuru, Kebbi State.

  2. To assess the effects of land disputes and land acquisition practices on the local population’s access to land and housing.

  3. To recommend policy reforms for ensuring the protection of land rights in Zuru.

Research Questions:

  1. How do land use policies in Zuru affect access to land and housing for local communities?

  2. What are the human rights implications of land disputes and land acquisition practices in Zuru?

  3. What measures can be taken to improve land use policies and protect the human rights of the people of Zuru?

Research Hypotheses:

  1. Land use policies in Zuru have led to the violation of the human rights of local residents, particularly in terms of access to land and housing.

  2. Disputes over land ownership in Zuru have contributed to social unrest and economic hardship for affected communities.

  3. Reforms to land use policies in Zuru will contribute to better human rights protection and more equitable land access.

Scope and Limitations of the Study:
This study will focus on land use policies and their effects on human rights in Zuru, Kebbi State, particularly concerning land access and housing rights. Limitations include potential difficulty accessing information on land ownership disputes, resistance from local authorities, and the complexity of the land acquisition process.

  • Land Use Policies: Government regulations and laws governing the allocation, management, and utilization of land.

  • Human Rights Violations: The breach or denial of individuals' fundamental rights, including the right to land and housing.

  • Forced Eviction: The act of removing individuals from their homes or land without proper legal procedures or fair compensation.
